You could try this. I hope I can explain this correctly.
Step 1: Click on the "System" tab inside of the Admin Control Panel.
Step 2: Click on "Administration Control Panel" under Module management.
Step 3: Inside of Module management, you should see the "styles" module. Make sure that it's enabled. If it is, then it will say "Disable" next to the styles module. Clicking "Disable" will disable the module, and of course, you don't want that.
Step 4: Click on the "Styles" module.
Step 5: Inside of the "Styles" module, you should see "Style management" and "Style components." Make sure they are both enabled.
Step 6: Click on "Style management." You should see "Styles." Make sure that it's enabled.
Step 7: Go back inside of the styles module, and click on "Style components." Make sure that "Templates." "Themes," "Imagesets" are enabled.

Ah. Perhaps Styles under Styles Management.

My hat is off to you sir -- the stepped layout got me there and it works beautifully. Step 5 is where it all was falling apart and of course I hadn't stumbled this far into the process previously -- but one of the two items was disabled.
