Should be possible. You only have to parse html tags and replace them by the corresponding bbcode tags and add new bbcode tags in phpbb3 if they are needed. That's what I think.

yes that will be very easy if each html code had not any different variables with differents values...

IIRC, when you convert a phpBB2 board, all HTML tags which were allowed when the message was posted will stay active in phpBB3. But if you edit such posts, you will loose all the HTML tags. (And of course, the new posts will not allow HTML...)
