Not sure what's the problem or the mistery here.
As the CVS shows, there will probably be a RC8. They just want to test it a little more before releasing (which is comprehensible, as we are approaching gold and after what happened with RC6).
Without looking into the code, the QA thing is probably something to help switching between "official/public" latest releases and "unofficial/beta" ones, for testing purposes.

It's all a matter of when, so please be patient...

Basically, it has been said already here. It is quite apparent that it's a constant to enable retrieval of a different version text file to be able to update to the next release before it's released - for testing purposes. That's it. Nothing more... no magic things, no super-secret whatever...
