Thats not true, with B1 its changed at 22.30 (GMT +2) and released at 23.25 (GMT + 2), so less then a hour. (And both on the same day yes )
I have a great idea. I am going to launch a new website that talks all about the new website that I plan on launching. I won't put any timeframe on it's completion of course, but I'll be certain to mention how cool it's going to be when it is completed!

They probably want to release it on the anniversary of the first Beta instead of phpBB2.
The final release, maybe. I seriously doubt they're going to hold off that long for just the release candidate. I don't know if the community can wait that long...
Once the release candidate comes out, that pretty much signals the official end of the development cycle and the code is essentially declared to be in a stable state. Essentially, the release candidate stage is the last chance to fix bugs before declaring the code final; you will not see any major changes to the code during that phase as we have seen during the betas. I would be very surprised if the length of time between RC-1 and 3.0.0 final is as long as or longer than 3 months. 1-2 months would probably be the length of time I would expect for the RC phase.
I know that seems unlikely as phpBB3 development started 51 months ago, but phpBB3 is now looking really good, and we will probably see the final release come out around the middle of the year.

Doesn't every "under construction" and/or "coming soon" message fit those seemingly ridiculous requirements?
