Sometimes.
There's no guarantee what it is, sometimes it's ahead, sometimes it's behind. Depends on what the dev's feel is appropriate.

I've reported plenty of bugs I found on this board. Just tell them in your report it was on Area51.

Updating the forum using CVS is usually fast enough that a User would not even know when it happens.
