Well it looks like a phpBB3 installation on your localhost, doesn't it? As you said yourself, it's a forked version of phpBB.

Sure.

If they don't like how some things are implimented, then by the nature of it's opensourceness, are free to fork it (assuming they abide by the requirements of the license).

yes its legal. as long as they keep phpBBs name somewhere in the official disclaimer ( or whatever its called ) its ok. look it up; GPL license

It began slightly over a year ago, and is lead by A_Jelly_Doughnut, who still frequents phpBB.com, though I haven't seen him over here recently.

I think it was mainly started due to the very slow progress at the time. A_Jelly_Doughnut was very nice about it, not even mentioning it here apart from when others pointed it out, and even then not mentioning the name, and telling other people to google it if they wanted to find out more.

To be honest, I still hold the opinion that it won't go far, especially since it, despite it's aims, still isn't much further ahead of 3.0 in the release scedule, and it isn't anything more than 3.0 without the style, and a bad looking logo.
