Not on the feature list, so almost certainly not. I'm not sure what is the basic support within PHP for SMTPS, and it's possible that such support is lacking. SMTPS is also relatively uncommon, so supporting it for a tiny fraction of the userbase might not make sense.
Banners: Would it be possible to include banners (not only image banners, but also AdSense banners) ?
Not included, because it's not up to the phpBB devs to make room for your advertising. There is a mod for this in the 2.0 line, and it will certainly be made by someone for the 3.x line.
WYSIWYG: Will there be a WYSISWYG editor with phpBB3 ?
This is a separate project which will probably not make the 3.0 release, but may be included in a later release.
QuickReply: Will there be a quickreply option with the basic BBCodes (b, i, u, img) ?
There will be no Quick Reply option. At this point, the devs have stated numerous times that it will probably never be included, as they feel it detracts from phpBB's role as a message board and turns it into a chat board. There's no point in arguing this, as it has been done ad nauseum, and usually ends up in either a flamewar or a locked thread.
ACP editor: Will we be able to edit the template and language files through the ACP ???
The templating system is still under development, so you'll need to wait and see.
You can never go home again... but I guess you can shop there.

the quick reply has to be added, its should be one of the default features. if the developers dont like it that much why cant you just add it and have it off by default but are able to turn it on...

Let's swap what you said, where "Quick Reply" becomes "phpBB", and "added" becomes "paid".
Hitman3266 did not, but was paraphrased to have wrote: phpBB has to be become paid, its should be one of the default features. if the developers dont like it that much why cant you just make it paid and have a "free" version...
phpBB having "Quick SPAM" as a standard feature is as likely as phpBB becoming paid. You can scream until you're blue in the face, though "Quick SPAM" is not a must have feature.

Had you bothered to have read the 9 gazzillion previous topics on "Quick SPAM", it is actually a niché MOD (which in phpBB3 is trivial to impliment anyway).

If "Quick SPAM" is such an important feature to you, then use one of the BBS solutions that offer it by default. I hear that "vInvisipopPressBB" does so...

that was random...most features arent "must have". wysiwyg editor isnt "must have"...your reasoning is basically like "well the other forums have it, so we wont put it in, because the others are paid so if we put it in then we have to go paid too". you shouldnt look at "other" forums, just look at your fan base and get opinions from there, you dont need to look at "other" software, you should be the one who draws the road

Which if you stop insisting on only hearing what you want to hear, most of the "fan base" actually don't want "Quick SPAM" as a standard feature. Furthermore, none of the current Team Leaders, Lead Developer included, want "Quick SPAM" as a standard feature.

There is however a very small, though also very vocal minority whom insist phpBB "must have" "Quick SPAM". As we've stated many many times before... insisting it must be there will do you no favours in it actually getting it in there, as for the majority of users, "Quick SPAM" is a distraction from having discussions.

If you want to run a "real time chat" forum... then by all means MOD phpBB to add "Quick SPAM", or better yet, install a forum of you choice which has "Quick SPAM" by default.

The reasoning is nothing of the sort. They add features when they feel that those features may add value to the installation. Addition of a WYSIWYG editor can add value by making it easier to post formatted texts, something which can be daunting to people who have never so much as used HTML bold tags. The reporting system is being added in to allow regular users to report on potential problem posts when no moderator is online (value added by allowing smaller staffs that aren't online 24/7) and the Friend/Foe system allows people to ignore the posts of those they don't like, thus potentially reducing conflicts.

Adding in a Quick Reply can result in a distraction from the discussion part. I'm seriously considering at least delaying implementation of any QR feature for my board because of a few users who abuse it to post "LOL" or "I agree" or other pointless phrasings. When I asked about it, there was an immediate uproar from those who relied on it, but I don't think it will hurt all that much. We'll see.

I for one am SO HAPPY that nothing like that is going to be standard on a phpBB release! Its worthless...... I have yet to talk to anyone on the forums I run who a) like to see something like that, or b) use it......

The devs made a great choice by not caving into the demands of a few noisy people......
