No, I mean like being able to quickly add things to the header or footer via the ACP by placing it between <header> and <footer>, etc. tags :) like board header and footer wrappers, like InvisionFree and IPB uses. :D

I haven't used IPB since it went unfree. I also haven't used vB since 3.0 came out. I'm not really sure what you are talking about, but if I understand correctly, this is the answer.
No, as far as I know there won't be anything like this. But why not just add html comment tags with the labeling for later use? It's about the same. But, ACP editing might be included once again. It used to be in the old ACP, but as said above, hasn't made the transition to the new ACP yet. If not, I'll just make it a mod.

If you want to find out what I mean make a invisionfree acount..if anyone has used IPB software, they should know...

I mean an interface where you get a textbox (like the one you post replies in) where you can add your google ads in there and it will automatically appear in the header or footer or whatever...in the ACP

You will probably be able to use the template editor in the ACP. There you can load the footer / header templates and add you code, for instance. But you will need to know some HTML.

YES! Another big improvement! Doing it this way will make it alot easier and quicker.
