Disable registration

One of the most helpful mods I've ever installed on phpBB2, was a mod that allowed me to temporarily disable registration. It was a life saver during spammer attacks, bot attacks, and I think it should be standard in phpBB3.

I thuoght you can disable registrations already in 2.0... well, I guess that's what happens when I think! :) lol, but yes, I know for sure that you can do this in 3.0! ;)

You can "sort of" disable registrations in phpBB2.0.x by setting them to admin activation.

I guess I was thinking about another software like myBB or SMF or somthing... but yeah, Admin Activation works, you just delete the unactive accoutns as they register. Or you can upload a modified register page that has an error message. ;)

But yay that it's in 3.0!
