how do i upgrade from phpbb 2.0.19 to the phpbb olympus?

You can't at the moment because Olympus is still under development. However when it is finished there will be an upgrade script similar to the one in phpBB 2 which will help you with upgrading.
May /dev/null be with you!

upgrade to 2.0.20 first, then wait a few months for olympus

seens as i answered this in the chit chat board where you originally posted i am going to lock this, there is no need to have the 2 of the same topic posted exactly the same!
Olympus has not even been released as a BETA test version yet and you will not be able to upgrade to it until it is officially released. So in short you can not upgrade to it, although as mentioned above make sure you are running the latest version which 2.0.20
