No. The codebases are completely different. There will almost certainly be a mod for it out sometime after the beta is released.
You can never go home again... but I guess you can shop there.

You should make quick reply a built in feature, it's very common & it's kind of sad you need a modification for it.

There are more topics where QR is discussed than there are fingers on my hands (including my feet).
QR will not be a default feature (certainly not in 3.0, perhaps in later versions).

quick reply would help boost phpBB's popularity even more
IPB, vB, SMF (i think), ekinBoard, myBB (i think) all have this by default
most of the boards i just listed aren't even as popular as phpbb and they have quick/fast reply
so im requestin quick/fast reply too!
