[RFC] Make icons clickable

Making forum icons clickable was one of the very first MODs I ever installed on phpBB2... it's a natural inclination for even experienced web users, not to mention casual folks. I always wondered why it wasn't that way from the beginning.

Probably no one actually came here to area51 and "bragged" (this is an exaggeration of reality) about it... until "now" (well... the post was made some days ago, not 5 mins ago or similar).

Right now the Notifications and Private Messages icons in the nav bar are clickable, but the UCP, FAQ, Members, and Login/Logout icons are not. For consistency, we should make them all link to same place as the text with which they are associated.
