Probably. This is a development (local) server and there must be a conflict between cookies of the main server and of this one.

Did a test upgrade from 3.1.11 board (With 600k+ posts) to 3.2.3RC1 and everything went smooth so far.
Running more tests but database update was much better than the last time I migrate a 3.0.14 board to 3.2.0.

In the install file I see:

4.i. Full package
First, you should make a copy of your existing config.php file; keep it in a safe place! Next, delete all the existing phpBB files, you should leave your files/, images/ and ext/ directories in place,.....
files/, images/ and ext/, but what about the store folder? it contain DB backups ...

The store folder contains backups when you make database backup via the ACP ...

Ah thought we had removed that. Well those instructions predate 3.2 and the database backup has existed for a long time so a ticket to update the instructions for the next release would probably be a good idea. ;-)

Seems like it's pretty close - you can see what's on the to-do list at https://github.com/phpbb/phpbb/milestones/3.2.3
