The same answer that you will always get - when it is ready.

Why the great rush to move to PHP7?

:) :)
Because I want to know if PHP7 is really much faster ...
All my sites are ready for PHP7 (1 self developed 3 Wordpress blogs) the only thing which is not ready is PHPBB
Because if only "multi site hosting" I can't switch only the "PHP7 ready sites"
... sorry but not so famous for a CMS who has "PHP" in it's brand

Nope - not at all in any way shape or form.

If you want to run phpBB under PHP7 then you will have to wait for phpBB 3.2

That's why "I can't wait" hope it will be soon.
But I'm wondering why there are still updates for 3.1.x isn't it waisted time and energy

Here's a quick and easy list of reasons:
  1. 3.1 is the current stable release.
  2. 3.1 is still in use by many and is currently in its maintenance cycle until that expires sometime in the future.
  3. Having 3.2 ready because of PHP 7 is not as critical as some make it seem. For instance I just got notification from my hosting provider today that in the next month they will make PHP 7 an optional version along with PHP 5.6 as the default version. This is status quo for most of the other hosting providers.
Could probably come up with others but these are the most obvious reasons I can come up with. So no it is not wasted time and energy. If we were still maintaining 3.0 then that would be wasted time and energy, but we're not.

I would also add that most 3.1 fix 1re also valid for 3.2
