That is consistent with the old buttons. I think it is a good idea to keep them, so they dont need to go to login and then back to the topic to start replying. Iam pretty sure reply is shown as well for guests.

I would keep the reply button always visible in order to bait guests into clicking it and then register. :)

But as for the post buttons, I'd like them hidden if they cannot post so they can focus on reading the content.

IE10, actually, is the one showing as it is supposed to, according to the CSS and js. The ones that are not are the ones that support touch and say that support touch (even if the user is using the mouse and it's not a touch screen)

No. Sometimes guests are allowed to post. When they are not, they are taken to the login/register screen. It's a good thing to have as a guest may decide they just gotta respond to a post, and being taken to the login/reg screen will help get them onto your forum.

Providing the quote/reply buttons to guests is essentially an entry point, it's useful for un-logged-in members as well as converting new visitors to members.

I'm not sure that auto-hiding them does anything except cause a distraction each time they reappear.

I find it really annoying, hope it's the good word for it.
