Looks like the entry is missing from language/en/acp/common.php
Why this module has been removed? In 3.0.12 you could change the logo in the header so simple in the ACP. In build 1079 it does not exist, as in the previous builds.

It's now standard in Forum Software, why is there a step backwards made?

Its a step forward. Function to edit stuff from admin control panel should apply changes to files, not duplicate it. 3.0 system duplicated data, resulting in mess. Ideally 3.1 should have editor too if files are writable, but nobody is working on that functionality yet
