Look, I have a forum in Spanish (you know, is the second most spoken language in the world and I am a venezuelan, so one of my habits is to speak Spanish, but I have a sub-forum in English and Portuguese) that uses phpBB 3 (is hosted in Forumotion, but tecnically counts like phpBB 3), but the question that intrigues me is whether the development of phpBB 4 is active. Because I've thought several times so I change to phpBB 4 when finished. Have no idea if phpBB 4 project move forward?

Version 4 is likely 1-3 years away. Work is currently being done for 3.1

Development of phpBB is active, but the next major version will be 3.1 and not 4.

Yes, phpBB 4 coding is (sort of) active. Some of us are already contributing code to various projects related to phpBB and phpBB 4.

By viewing the repository you can get a fairly confident idea of what's going on with the coding. Last commit was October 8, 2010. Of course, that doesn't account for any work done locally by individual developers, but there isn't any other code publicly committed.

There isn't anything private either. Some work has gone into https://github.com/composer/composer which is the basis for any Symfony2 based plugin system, as we will need for phpBB4.
