from some comments Kellanved have made, it sounds as there is some small pieces of code dancing around.
i think the stated intention is to use Git for source control.
it is my understanding that the SVN trunk is, essentially, 3.1.
is there any Git repo with the little bits and pieces of 4.0? (code, docs, tests, whatever)? gitHub? repo.or.cz? anywhere?

No, no code has been developed for phpBB4. There have been some discussions of using already existing libraries, and those obviously have code.

There is nothing but a few charts created during an IRL meetup and some considerations concerning frameworks to use. We will set up GIT soon and post architecture documents as RFC as soon as they are written.

There is the nanim branch in the SVN: http://code.phpbb.com/svn/phpbb/branches/nanim/

The nanim branch was just some playing around and certainly won't be a basis for phpBB4.
I'll try to set up at least one git repository on phpbb.com that I can push to until christmas and set up a directory structure and a few basic things so work can get started.
