How do I get a PHPBB Layout like this?

I have been searching for a few hours now, and I can't find anywhere where I can get a PHPBB layout that looks like that one. I want a layout which has the user control panel and board statistics at the right hand side, just like that forums layout.

How do I do this? Is there a website or MOD anywhere which I just haven't found yet?

Is there a way to just get the code for the layout and not any of the colours? I don't want them colours on my board, I just want that layout. Or is that copyrighted?
