Explain the Template System

I've been reading a bit and understand there's a new template system being used for v.3 but I haven't been able to decipher exactly what it is or how it functions.

Can someone explain a little bit more of the technical backend of how the template system works? Is there a specific framework that is being used? Is it being used in other open source packages or is this custom to phpbb? Is it possible to take the concepts of the template system and expand it for the rest of a site outside of the forums.. meaning can I reuse the template system in some way?

Any thoughts, documentation or links would be appreciated.
