If you can’t wait -- since Graham’s post, I do not believe we have made a decision on whether or not the bug tracker code will be made public -- you might try requesting a phpBB3 based bug tracker as a MOD.

News? If you are referring to the phpBB.com bug tracker it is not for public use and is very unlikely to be ever released to the public, it was coded solely for phpBB.com. If you are desperate for a bug tracker on your site you will have to use one of the mentioned mods earlier in the topic
