3.2 can hardly be feature complete (ie have all the features in it) since we haven't even started writing it :P

Work has only be done on 3.0. I doubt anyone has spent any time on 3.2.

Certainly there's a wish list, although perhaps an informal one at this point. So if anyone has spent any time on phpBB 3.2, it's most likely been in the form of thinking about its feature set.

A feature that would be really nice would be a phpBB clone of IPB's Topic Multi-Moderation. I'm going to suggest that for phpBB 3.2! :)
