I have wanted to begind installing languages on some of my phpBB. It was unfortunate that scum hacked phpbb.com/. I had the links to the language packs on phpBB.com but they have not been reinstalled. I am hoping that a member can point me to the url where I can download the supported language packs.

I don't see any problem downloading there... Try going straight to http://www.phpbb.com/languages/ and clicking the downloads you want instead of from whatever links you have saved. And please post additional Translation related questions in the appropriate support forum http://www.phpbb.com/community/viewforum.php?f=66.
