Even if it is final, I think there is a lot of modification of phpbb in general that needs to occur. For example, they have to offer support, and change the forums around to deal with modifications, template additions, etc. I think there is a lot more work besides just getting the phpBB 3 code finished for RC release.

The never ending "Fix in progress" bug #5712 has changed to "Review later".
