uchiha, the point is not "volunteers" vs. "programmers", the point is "take" vs. "take effort from".
theoretically, someone can create, say, a wysiwig editor and submit it, it can then be used, but still this "someone" may not join the "team".
(i say "team" because, practically, there is only one active team member in the last ~8 months or so)
