I think that since phpBB 2.0.x phpBB has been the best around.

There's no need for phpBB 2.2 to "look like it's on a par" though, it's not a money-making exercise, so it doesn't need to pimp itself as anything other than what it is. They can let the board's quality speak for itself.

If ignorant people happen to miss out on a great product because of that, why would anyone care? The phpBB's devs have lost no money and their "customers" are still happy as pigs in mud.
