It means that the post was written with a different series of letters, perhaps Chinese, maybe Russian, perhaps even an European one. As far as I know the viewing feature doesn't work yet.

Actually, it doesn't have anything to do with character sets right now...

It's the karma hiding thing going ape, heh. I had to turn it off otherwise I couldn't view other annoying people's posts.
