These event requests have either been rejected by the community or have become redundant because of code changes or other events requests.
I understand this but there are also small companies using phpBB as a kb or archive where not everyone has a mail address. Here it's just fine to let the admin organize the members as he is most likely a employee of the company. Keeps me to change the core.

Even if you add this event you'd still have to add a module or something closely resembling one in order to have the option to add a user in the ACP...
