yes, just mention the feature you want, not the name of a mod. However feature requests are currently not being taken for phpBB3, so any request will instead be considered for phpBB3.2 or 4 or whatever they decide to work on next. Perhaps they felt that using your name would give some sort of legitimacy to their post, since you were a former team member, rather than just "I'm 1 user out of a million and here's what I have to say".

mod's never become part of a phpBB release. A feature which a mod has however can be included, however the team will do all the coding themselves rather than include a pre-made mod. Hold your ctrl button on your keyboard and scroll your mouse wheel up and down. It will change the size of the text for you to what you want.

That feature is currently not included, or at least no where I can see. Feature requests are not being taken right now, so in the end if the dev's havn't planned it and don't add it, you'll need a mod, but you can always request it in version 3.2 or 4 or whatever is going to come next.
