Look on your server at the error_log file and post the latest messages if any. I'm not sure why it wouldn't work on 3.0.5 or 3.0.6 but we'll have to see.

Basically, as I understand it, QR is able to be globally enabled/disabled in the general settings. If it is disabled globally, it doesn't matter if you have it on or off in individual forums because it won't show up. The default setting for each forum is for it to be turned off.
