Any new style should aim at supporting only supported versions. The average lifetime of a style should nowadays be longer than that of a browser version. Therefore I'm all for dropping support of IE9 & 10.

The current development version is phpBB 3.3 for new features. A transition to 4.0 would only happen if we'd completely get rid of any backward compatibility.

subsilver2 has been completely dropped in 3.2 and will not return. I don't see the style language being continued in any way so I don't think there will ever be a subsilver 3.

For now the goal seems to be to go for SVG icons instead. They offer a very good high res support and do not interfere with screen readers.

We're working on releasing 3.2.0-RC1 soon. As long as some of the packages are not fully updated though (you might notice that some still have May 30th as date) and we're not announcing the release of RC1, this shouldn't be installed apart from testing though.
