3.2.0-RC1 has not been released yet, and should only be used if you know how to install a development version of phpBB. It has already been pointed out that 3.2.0-RC1 may not be complete.

I really wonder how challenging/difficult it is to add this to the core. Or write an extension. Apparantly it is quite difficult. An extension was started but was abandoned. From what I can recall of the extension the main problem was that the way the data that is needed for this is stored in phpBB...

There is a possible complication with using the "required" attribute and that is where a field is only required in some circumstances. I am not sure how often, or if, this occurs in phpBB but say for example a field is required when creating a new forum but is not required when amending it...
