Usually, not having the ability to use the INSERT and UPDATE commands in SQL go together. You would need to inquire with your host whether you have permissions or not, and how to get permission.

Just edit the permissions of all your forums, and set the poll permissions to ADMIN, which will allow no one but you to create polls.

Try re-uploading the /admin folder, along with your templates admin folder(/templates/template_name/admin)
