v2 and v3 db structure differ enough that it is practically impossible to "upgrade manually". I will attribute this to laziness. If it's "practically impossible" to be done manually, that would make it "practically impossible" for an upgrade script to do it as well. The code would just make it easi...

Actually I like it when no action button is available when the user doesn't have the necessary permissions.
So no quote and no reply button for me when the user isn't logged in (except in forums where guest can post or reply).
