phpBB does not have a development roadmap.

Doing administrator level things in a sub-section of the board is not likely in the 3.x line due to architectural reasons - most administrator things are simply designed to be board-wide and redoing them would require changing big chunks of code.

No, that is not an existing feature, and it is rather complicated to implement.

Oleg wrote some code to allow phpBB cron to be, well, cron, rather than virtualized cron. I think it has been merged for Ascraeus, but I didn't check just this moment.

This is really a style feature rather than a MOD, and IMO should not be included in the core. A wall of links is not an inviting default interface for most boards.
