Kinda. They allow you to use it for "personal purposes" and such, so long as you don't remove the "Powered by IBP."

As a free user, you won't get priority support from them either.

Umm. This isn't meant to be a bug report. I was just wondering if avatar uploading is one of the things that currently does not work on the Dev Board, or am I just doing something wrong.

When it comes to "features," all of the boards are generally the same. They allow you to post messages, which is the basic point of a forum software.
