I tend to have this problem with FilzeZilla also. I started using CuteFTP 8, and works just fine.

He could try repeating the image, but it might not turn out well.

You change those borders in your stylesheet.css file.

/styles/your style/them/stylesheet.css

If you're doing it threw the Admin Panel:

Administration Control Panel > Styles > Themes Tab > hit the "edit" button on your theme > Select stylesheet.css

Any updates on how phpbb.com is doing?

Administration Control Panel > Styles > Your style > Details. Make sure that "Active" is selected as yes.
