Since there is no way that this will be added in 3.1, I would suggest we wait and see which extension will be the most popular after 3.1 release (and what it's features are).

Then we can revisit this topic when we start thinking about 3.2 features and what to implement in the core (if anything).

Not sure about description. We already have an ACP option for description, but it's not used in the html description meta tag. There's probably a reason for this. Would have to dig through old discussions.

I agree that the current setup isn't ideal, but I'm not sure I understand your particular problem. If your custom page uses {PAGE_TITLE} properly, all the other stuff doesn't really influence the result right? Or you don't want to display notifications count on your custom page or something?
