phpbb has approve function and I think phpbb also need to have unapprove function.

It's a good idea to have style configuration page. From this page perhaps admin can also change board logo, enable/disable quick reply, change user profile display position in view topic [left or right] and so on.

Personally, I don't like the idea switch on/off of last topic titles in acp. This is a basic feature just add it or leave it.

I also agree that phpBB need to stop develop subsilver2. But please note that a lot of people don't like prosilver [rounded corner thing, user profile menu in right and so on]

Another option is to build subsilver based on prosilver. You can called it subsilver3

I'm sure shoutbox and menu button can be easily added with the phpbb4 planned plugin system.
