You do not need admin permissions for that.
Simply create a usergroup with permissions on that forum, and make that user a leader of that usergroup.

Did you check the Script path? You might need to set the Force URL settings flag.

When I checked it a few days ago, it was using a "PS3" style.

Ya. It still is. The style links in the header refer to /styles/PS3/
