That is a strange error cause that function is defined in that same file

The errors say that you haven't got the lang_easymod.php in the lang_english folder

Are you sure that you are trying to install it on a phpbb 2.x version and not phpbb 3.x ?
Cause ADM is an phpbb3.x folder

Are you sure you have the right permissions on lang_chinese_traditional_taiwan folder .... namely 755 (this can also be called CHMOD)

Phpbb 3 has passed the beta version a long time ago.
You can download the official version here: http://www.phpbb.com/downloads/

The best solution here is that you edit those files that easymod could not do yourself cause easymod can not find the lines that are specified in the installation txt

Easymod is for phpbb 2 and not phpbb 3 .... there is however one being developed but nobody knows when that will be done
