Yea, I personally find it a very funky feature. It allows you the ease to set complex permissions for multiple forums with just a few clicks.

From my knowledge of PHP, i would think that upgrade script would take all the information out of say, the phpbb_users table, change things around, add in the new things are are needed, change the table structure, and put the information back in and then move to the next table.
