The terminology is too technical, I agree. That we can't change it is a little more technical and problematic by nature. Really the logic just needs to be reversed for it to be checked by default. However making this change in the currently released versions (3.2.x and 3.3.x) is going to be a no-go ...

https://www.phpbb.com/community/ideas is the proper place to suggest features. Personally I think it is better as an extension and not something that is vital for a forum.

Having separate databases for everything is not always possible so making assumptions about what a user can and cannot do with the plan they've purchased for their site, especially in the case of shared hosting, is not something we should do. Besides what David said there is the problem of other systems living in the same database, like WordPress and Drupal. If there were no table prefixes then you'd have a big problem. Think of the users and posts table for instance which can be in WP as well.
