Hello Mike, IMO the "Allow Administrators to send me emails" setting should be removed completely. I think it's nonsense. At least it should been separated from founders. IMO banning is only usefull for recent high-load attacks. The problem is, that phpBB has no maintenance policies and tasks for it. So you will have a lot of false positives. I prefer blocking with third-party remote blacklists: Blocking vs. banning.
