phpBB Bug Tracker is the best, it is very simple and user-friendly. When I was searching for one for phpBB3 polish translation project I found only very complicated and not user-friendly bug trackers... And finally I created new forum and named it "BugTracker".

Using iso-8859-12 is bad idea because it is not finished and it is abandoned.

To use iso-8859-5 you must select this encoding in your text editor.

You should change it, but changing only * in iso-xxxx-*. I don't know what number has your language, but I know that using windows-xxxx is bad idea.

To change database name in phpBB you must change only one thing - value of one constant. Then you can add phpBB users informations fields to users database of master-app and you will not have any problems with the database.

You can change it in common.php in your language folder. But I don't recommend changing it to windows-*, you should use iso compatibile with your language.

If someone want to use fully ACP-configurable Quick Reply then he can install version from my signature.
