I disagree with them being user roles. All administrators access the same ACP and all moderators the same MCP. They are not related to the person's account in any way, other than some people having access and others not. The current placement is completely off, which is why we're fixing the layout ...

PayBas, you're absolutely right about the menu icon. We shouldn't use those in any context besides the responsive style handling.
