I think I'm going to fork over the 199 or 99 dollars for XP. I don't know. It depends if I can convince my parents. Currently, Win 98 is very unstable, and I think it's time for a change. Yes, I know, but in most commercial applications, it is OK. I mean, Microsoft© doesn't want you to to have the source code to Windows XP, but in other cases, like web development it's fine.

Closed-source is OK, but I think for special purposes, I.E. where a person is wanting a custom application built, it is not acceptable. I think it can still be closed-source, but the people who requested the development should have access to it. Just my personal opinion.
