Yes, if you go to Permissions -> Forum Permissions -> look up forum -> and select a group, you can then set if that group can post attachments or not.

It wouldn't hurt to install a new version every few days to let people play around with it and test it out. It's also easier to find and report bugs that way if more people are testing it out.
