As an aside note, the PHPBB.com server has been quite unreliable for the past couple of weeks. I am getting a lot of page not found (or whatever it means when the server does not respond) errors. For example I will open up 5 topics quickly and sometimes 1 will not open or every one of them will not ...

No what I am thinking of it would say "Are you sure you want to delete this topic?" and below it lists the title of the topic. On the delete username page it says the username. That way you can be sure when pressing the Yes button that you are about to perform the action you expect instead of ...

Is there a reason why no description on confirmation actions
For example if you attempt to delete a topic it says "Are you sure you want to delete this topic?" with a Yes or No option. What if you made a mistake and thought you were deleting one topic but were in another? There is no way to be sure unless you go back to the topic and do it again.

Can the proSilver discussions be made public?
In the feature showing the development of proSilver there was a 30+ page topic with the developers discussing the style. I was wondering if that and possibly other discussions about the new style could be made public so we can understand why things are the way they are.

unfortunately, none of these claims (which may well be all true) is backed up by any real data.
Actually, what people are saying is there is no known instance where caching would not be a benefit. You keep claiming it is possible, yet are not posting the scenario in which it could be tested or ...

If you just examine the different processes you will realize how caching SQL queries is a huge benefit.
No Caching
Form Query --> Send Request to Database --> Database collects data --> Sends results back to server
Caching
Form Query --> Read Cached Data
