maybe swatch is universal, but phpBB will add the hours according to your timezone before letting PHP translate it to swatch. So no, when using swatch with phpBB it is 100% no longer universal.

can't you switch to swatch by setting date format to "B" in your profile?
However, don't know what's the appropiate setting for timezone then.

I'm not an easy person but sometimes I think it's the users' problem.
Don't know what the big Admins and Devs think but well, I for myself don't need every possible user and I'm fine when they go buy vBulletin or use another good free board.
